Should cotton sarees be starched or kept soft?

I like to wear a Simple Cotton Saree as I find it easy to handle. What colors and border designs will be suitable for the office? Should I starch the cotton sarees for a crisp feel, or should the sarees be soft? What material will be suitable for the blouse for simple cotton sarees?
